Duties

This Controlled Correspondence Specialist position is located Direct Report (DR), Chief of Staff (COS), Executive Secretariat (ES), Correspondence (CORR), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Reviewing, analyzing, and controlling complex correspondence, reports, documents, and other materials received in the Executive Secretariat and determining the appropriate organization and level for review and response in accordance with Transportation Security Administration (TSA) policies, procedures, and requirements. Managing the Daily Correspondence Tracker and disseminating the information directly to TSA leadership and front office staff. Engaging with executive level leadership to ensure the timeliness and accuracy of the tracker, which includes reports to Congress, audits, DHS correspondence and memos, congressional correspondence, and priority action and information memorandums. Reviewing sensitive and potentially controversial materials received from the Department of Homeland Security (DHS), other government agencies, the White House, or the Congress and coordinating with appropriate officials in program offices for responses. Conducting substantive research and analyzing complex materials in responding to requests submitted under the Freedom of Information Act (FOIA). Reviewing and evaluating the nature of the request, potential sources of information, level of confidentiality involved, and appropriateness of release under applicable FOIA guidelines, policies, and procedures. Using internal and external contacts to share information and explain the application of policies and procedures. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Experience reviewing responses, reports, and memoranda to ensure compliance with editorial and quality standards and to develop consolidated review packages on behalf of Senior Officials; and Experience performing analyses of data and information to recommend improvements or track historical trends; and Serving as principal administrative contact and liaison with internal and external contacts. OR a Ph.D. or equivalent doctoral degree. OR three full years of progressively higher-level graduate education leading to such a degree. OR LL.M, if related. OR combinations of graduate education (beyond the second year) and experience that equals at least 100 percent to qualify for the position. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Working on behalf of a senior official at the highest levels of an agency/organization to provide guidance and oversight on administrative correspondence services, inquiries, and communications/general follow-up with other senior executives and staff; and Serving as principal administrative contact and liaison with internal and external contacts; and Reviewing correspondence, reports, or other documents for completeness and accuracy prior to signature and distribution; and Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
