You will serve as a Program Management Analyst in the Hopper Information Services Center, Contracts and Business Management Division of HOPPER GLOBAL COMMUNICATIONS CENTER. Duty Station Suitland, MD All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will develop and maintain strategic plans, assess policy needs and develop policies to govern contracting for information systems management and define current and future business needs. You will provide policy guidance and needs to IT management staff and customers. You will manage contractor workforce planning including recruitment, retention, training and resource planning, investment control, policy and standards development, configuration management and project management for systems implementation. You will conduct audits of IT programs and projects with the use of analytical tools and reports analysis to senior managers orally and in writing.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

• This position requires a periodic polygraph examination.
• This position may requires a 2-Year DCIPS trial period requirement.
• This is a Management Analyst position and requires an understanding of FAR and DFAR disciplines. This position will require the standard DoD Contracting Officer's Representative (COR) Training.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
