The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over supervisory and non-supervisory employees assigned to the DoD Cyber Crime Center (DC3), Strategy and Partner Engagement (XE) Directorate.

Duties

Plans, organizes, and directs the activities of the Strategy and Partner Engagement Directorate (XE), ensuring that XE complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents XE with a variety of a variety of DoD entities, other federal and foreign government agencies, and functional area organizations. Leads and directs specialized and complex projects, initiatives, and assignments concerning the integration and alignment of the Department of Defense Cyber Crime Center (DC3) lines of effort and strategic goals.

  • Must be able to obtain and maintain a Top Secret Clearance eligibility for access to Sensitive Compartmented Information (SCI) as a condition of employment

  • This position is subject to provisions of the DoD Priority Placement Program
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of DOD cyber policy, procedures, program goals and objectives and ability to translate how the sequence and timing of those operational events and milestones affect the strategic planning and agency goals; (2) Knowledge of public affairs and policy development dynamics as it relates to the framework of the Department of Defense and Air Force; and (3) Knowledge of a wide range of strategic and organizational planning principles, practices; qualitative and quantitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of strategic and organizational planning principles, practices; qualitative and quantitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems. Knowledge of DOD cyber policy, procedures, program goals and objectives and ability to translate how the sequence and timing of those operational events and milestones affect the strategic planning and agency goals. Knowledge of public affairs and policy development dynamics as it relates to the framework of the Department of Defense and Air Force. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill to plan, organize, develop, conduct and evaluate complex studies and projects, make and implement recommendations on substantive operating programs, collaborate effectively with others to develop solutions, and coordinate with affected directorates. Skill in communication, both oral and written with the ability to navigate complex landscapes; concisely briefing matters of strategic and technical significance to senior management within the highest echelons of DoD, encompassing General Officers, Flag Officers, and Senior Executive Service (SES) members, as well as non-technical audiences. Skill in the formulation of comprehensive strategies, the construction of polices and the strategic training of the workforce in adherence with parameters laid out by DoD, Air Force, and DC3. Ability to inspire, motivate, coach and guide others toward goal accomplishment; adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
