The primary purpose of this position is to serve as Chief, Partner Engagement Division, for the Strategy and Partner Engagement Directorate (XE) for the Department of Defense (DoD) Cyber Crime Center (DC3).
Duties
Plans, organizes, manages, and provides oversight of the Department of Defense Cyber Crime Center (DC3) Partner Engagement Program.
Represents the Department of Defense Cyber Crime Center (DC3) as the Senior Legislative Liaison for formulating, coordinating, and processing extremely sensitive congressional engagements.
Performs supervisory personnel management responsibilities for employees assigned to the Partner Engagement Division.
Serves as the DC3 principal advisor for protocol duties; offers invaluable insight to the Executive Leadership on all matters concerning policies and procedures related to Air Force protocol and customs.

- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Testing Designated Position under the Air Force Civilian Drug Demand Reduction Program. Must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- All federal employees must have direct deposit.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) serving as a subject matter expert in the analysis and direction of strategic planning (2) Interpreting legislative mandates and/or directives into actionable steps and program initiatives; (3) facilitating continued discussion/engagement and collaboration among multiple agencies to resolve complex issues of joint interest; (4) orchestrating the successful implementation of protocol policies and procedures for distinguished visits and official functions to ensure proper customs and courtesies are observed.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and qualitative and quantitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems.
2. Knowledge of DOD cyber policy, procedures program goals and objectives and ability to translate how the sequence and timing of those operational events and milestones affect the strategic planning and agency goals.
3. Knowledge of the concepts, principles and practices of protocol, precedence, funding, military ceremonies, and military traditions both national and international. Skill in working with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skills in working with high level military and civilian officials.
4. Knowledge of policies and processes administered by SAF/LL, an ability to anticipate Congressional Requests for Information, answer Questions for the Record, review and edit all responses to Congressional Members and Professional Congressional Staff Members.
5. Knowledge of security cooperation policies and processes within DoD and Air Force and ability to conduct a broad set of activities to encourage and build relationships with international partners to achieve strategic objectives.
6. Ability to communicate effectively with tact and diplomacy, logically and effectively explain key programs, functions, activities, and gain understanding of the organization's efforts. Ability to collaborate effectively with cross-functional teams, including business analysts, software engineers, and internal/external stakeholders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
