About the Position: Located in the Department of Special Assistants, Public Affairs and Strategic communications. It is located in an office setting but will require engagement with staff and attendance at various organizational meetings and functions, includes walking to various offices throughout the MTF.
Duties
Serves as the principal staff advisor to the Garrison Commander and senior staff principals on all matters involving public issues and the creation of communication policy.
Evaluates trends in public opinion to determine public attitudes and perceptions and to identify and relate garrison policies with community interest.
Advises on choice, timing and relative importance of information for dissemination to the garrison and the general public using knowledge of general and specialized media.
Develop and implements crisis communication plans.
Serve as the sole official spokesperson and primary contact for local and national media that require immediate responsiveness.
Assist media representatives in assuring technical accuracy through coordination of reviews by appropriate staff sections or technical experts.
Develop and implement communication plans to inform affected publics of ongoing initiatives.
Advise Leaders and Staff as to internal information needs and appropriate means of dissemination.
Plan and coordinate what is to be accomplished by subordinate staff.
Assign work based on relative priorities, in consideration of difficulty, requirements of assignments and capabilities of employees.
Develops and implements management controls to protect government property from waste, theft, or misuse.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position has been designated as "Emergency-Essential".
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes directing command public affairs initiatives; coordinating and implementing public affairs communications, plans, policies and procedures; preparing/presenting speeches and briefings; writing and disseminating articles; identifying and resolving a variety of complex public affairs issues and/or problems; and providing advice and guidance to senior leadership on all public affairs issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
