The primary purpose of this position, Technical Data Specialist, GS-0301-11, is to provide support in managing the multi-faceted functions residing within the Technical Data section, which includes Configuration Management, Contract Data Management, and Technical Order Management/Editing.
Duties
Plan, organize, and assist with management of the organization's configuration control process.
Serve as organization's Technical Order (TO) Manual Writer/Editor and assure printing and distribution of TO manuals.
Provide technical guidance to organizational programs concerning policies and procedures on procurement of contractor data including presentation of data calls and preparation of data requirements for all affected DoD organizations.
Review and analyze Purchase Requests (PR), Military Interdepartmental Purchase Requests (MIPR), Statements of Work/Objectives, Screening Analysis Worksheets, and Work Specifications to determine logisitical impact, what data is needed, and to ensure completeness of package before forwarding through the procurement process.
Work to achieve and support quality improvement in all products and services and take a proactive approach in promoting the technical data management program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes In depth understanding of Configuration, Data, and Technical Order management policies procedures, and requirements as specified in regulations, manuals, standards, specifications and organizational directives, and the ability to interpret and tailor them to program requirements; Knowledge of and skill in applying a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations, sufficient to plan and conduct difficult and complex assignments, identify and resolve new or unusual issues or problems, use new or modified work methods, processes, or procedures to administer program services, and use significant judgement to evaluate, select, adapt, and modify procedures and criteria. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-¬grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level, or will have within 120 days of the closing date of this announcement. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and understanding of Configuration, Data, and Technical Order management requirements as specified in Air Force Regulations and Manuals, Military Specifications and Standards, and Organizational Directives.
Knowledge of engineering drawings and contractor engineering control/release processes, of system equipment specifications, of systems storing technical data package documentation and the ability to effeciently use them.
Knowledge of Data Item Descriptions, Contractor Data Requirements Lists, Data Item Justifications, Statements of Objectives, Statements of Work, Purchase Requests, Military Interdepartmental Purchase Requests, their purposes, and how to prepare them.
Ability to interpret policy and procedures applicable to configuration, Data, and Technical Order management functions, and to tailor them to program requirements. Ability to dertermine organizational policy applicable to weapon system requirements.
Knowledge of contractor estimating/pricing techniques as related to proposal evaluations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
