The primary purpose of this position is to perform non-professional technical work in coordinating, monitoring, planning and monitoring work performed/standardization of planning utility systems for inspections; controlling electrical, water, sanitary, and industrial distribution systems.
Duties
Coordinate, directs, and performs various assignments associated with various civil engineer systems.
Maintains programs that provide operator interface to assure verification of control programs prior to software implementation.
Prepares engineering studies, analyses and calculations which specify required metering and monitoring for facilities and systems served by the utilities distribution networks.
Manages an existing state-of-the-art distributed processing system, which monitors, meters and controls the energy, gas, water, sewage distribution systems and facilities attached to it.
Performs surveys of utilities facilities and complies health, safety, and environmental rules and procedures and works in a manner that enhances the safety of the work environment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OPM Classification/Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing technical work in: drafting, surveying construction estimating,
physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Additionally this position requires experience that provided knowledge architectural and electrical building and infrastructure system engineering methods and the ability to apply this knowledge to a wide range of concepts, practices, policies, and procedures NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
A general knowledge of the mission, objectives, terminology, and processes in the operation of various civil engineer systems, e.g. high voltage, sewage, generators, etc., in order to recognize the interaction of the system and the SCADA.
Operating knowledge of Microsoft Windows, Microsoft Office, and Applix. Familiarity with Vector graphic and character display graphic editor programs and object oriented graphical user interface programs. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
Knowledge of overall concepts of SCA DA systems operations and maintenance, including Unix-based, real-time computer operating systems, data communication protocols, radio and phone line communications methods, installation, operations, and maintenance of LAN systems, and installation, operations, and maintenance of micro- processor-based remote terminal units (RTU).
Knowledge of microprocessor-based distributed-processing SCAD A and UCS systems and their components (programmable logic controllers, data gathering panels, remote terminal units, central processing units, voltage/current transducers, etc.). Knowledge of computer assisted engineering design and drafting systems as they relate to UCS and Utilities Metering, Must be able to prepare and interpret technical drawings from system modifications, improvements, and/or installations on the existing distribution system. Ability to
meticulously attend to detail and record data accurately.
Familiarity with binary codes used in the construction of the map board definition file and knowledge of the operation, capabilities, and limitations of electronic systems complicated by a variety of multi-component assemblies and devices.
Knowledge of the installation, maintenance, testing, troubleshooting, repair, and calibration of electronically controlled industrial systems, components, and accessories. Knowledge of electronic theory and circuits and basic logic circuits for power. Familiarity with wiring diagrams and electrical, plumbing, and generation
symbols.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
