About the Position: This position is based out of the US Army Civilian Human Resources Agency (CHRA), Army Material Command (AMC) Human Resources Directorate, LMER Civilian Human Resource Service Center.
Duties
Apply Employee Relations laws, rules, and/or regulations to effectively deal with employee relation matters.
Analyze/evaluate controversial and complex projects and cases; developing new or interpreting existing employee and labor relations policies.
Respond to Unfair Labor Practice (ULP) violations and provide technical advice to management regarding rights and obligations in ULP cases, third party actions (MSPB, EEO, and FLRA) and contract administration/negotiation.
Advise managers and executive leadership on complex matters of employee conduct and discipline, employee appeals, grievances and management employee communication.
Provide technical advice to supervisors regarding methods of dealing with poor work performance or behavior problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Business travel up to 10% is required.

Specialized Experience One year of specialized experience which includes: 1) advising management on disciplinary or other corrective techniques for conduct and performance problems; (2) advising management on labor-management matters, such as contract interpretation, existing precedents, grievances, and unfair labor practice charges; (3) negotiating labor agreements; (4) utilizing negotiation procedures and techniques such as mediation and interest-based bargaining to resolve problems; (5) utilizing on-line resources to research case law related to areas such as employee conduct, performance, attendance, and dispute resolution; (6) utilizing written communication to formulate arguments and advisory opinions, and/or prepare legal and case documents; (7) providing training/briefings on topics such as Labor Relations, Disciplinary and Adverse Actions, Performance Management and Leave Administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
