About the Position: Serve as a Human Resources Specialist on a developmental position performing operational assignments in a Civilian Human Resource Service Center for Red River Army Depot and Sierra Army Depot. Duties

Serve as a Human Resources Specialist performing operational assignments in a Civilian Human Resouces Service Center. Advise on and/or resolves moderately complex problems which are typically precedented in nature exercising knowledge and skill in applying HR methods, principles and evaluative methods. Provide staffing advisory services based on the serviced Command's local, regional, or Command wide staffing priorities and takes proactive measures to anticipate the Director's/Commanders' needs by pre-positioning work products. Advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. Provide position management to assigned organizations under various personnel systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. For the GS-09: Specialized Experience: One year of specialized experience which includes 1) Providing advisory services to management on federal civilian human resources regulations, policies and procedures; 2) Performing various staffing duties such as conducting job analysis, developing occupational assessment questionnaires, creating job announcements, reviewing job applications to determine candidate eligibility, and issuing referral list; 3) Utilizing various automated tools to code personnel actions in accordance with regulatory guidance; and 4) Researching civilian human resources laws and regulations to advise on staffing functions (i.e. special placement programs, competitive and non-competitive recruitment strategies etc.). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11: Specialized Experience: One year of specialized experience which includes 1) Advising management on civilian human resources laws and regulations on staffing functions such as recruitment strategies and staffing processes (i.e. special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, special pay incentives); 2) Utilizing various automated systems to code personnel actions in accordance with regulatory guidance, laws, policies and regulations; 3) Interpreting civilian human resources laws and regulations to advise others such as lower level human resources assistants and specialists, management, employees, and applicants; 4) Providing the recommended course of action on more moderately complex civilian human resources problems; and 5) Creating a variety of human resources products (i.e developing occupational assessment questionnaires, creating vacancy announcements, issuing referral lists, coding personnel actions, etc.). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
