About the Position: Leads a team of HR Specialists in Recruitment and Placement. Serves as a technical expert on recruitment and placement, resolving difficult/unusual problems, and providing technical advice to employees led as well as supervisors and managers of serviced organizations.
Duties
Performs the full range of team leader duties working with a group of Human Resources and Assistants to achieve specific tasks, produce work products and services and meet program and production goals.
Responsible for ensuring that assignments are effectively and efficiently carried out by the team.
Exercises an expert level of knowledge and skill in applying HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve operational problems.
Provide written and oral communication techniques sufficient to develop and deliver briefings, trainings, project papers status/staff reports, and correspondence to a variety of customers.
Ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team strategies, goals, objectives, work plans and work products and services.
Articulates and communicates to the team the assignment of work, project, problem to be solved, actionable events, milestones and/or program issues under review, and deadlines and time frames for completion.
Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria and other approaches that may help in staffing the organization.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes (1) Researching, interpreting and applying complex personnel principles, provisions, laws, regulations, practices and techniques to provide comprehensive HR management advisory and technical services to managers; (2) working with managers and employees at all levels in situations of highly complex nature to resolve HR related issues; (3) completing internal and external Federal recruitment for positions in the competitive and excepted service which includes preparing vacancy announcements, rating applicants and issuing certificates and referrals to management; and (4) developing staffing reports or delivering staffing training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
