This position is located at the NCA Continental District Office in Lakewood, Colorado.

Duties

Serves as the principal financial staff advisor to the CND, Chief of Operations (COO), who is responsible for the operation and management of resources (personnel, funds, equipment, projects, etc.) of the national cemeteries and other activities within the CND. Provides advice to management concerning guidelines and public law such as the Federal Managers Financial Integrity Act (FMFIA), the Chief Financial Officers (CFO) Act, the Government Performance and Results Act (GPRA), and President's Management Agenda (PMA). Interprets financial management policies covering a broad range of programs and requirements established by higher authorities. Informs NCA Director of Budget and Planning on the status of the CND's progress in implementing financial management initiatives and on financial management opportunities, issues and problems identified by the incumbent. Directs or participates as the senior member in studies and surveys of financial management systems and procedures. Analyzes the data, draws conclusions, and develops recommendations for improving financial management systems and procedures. Participates in and/or conducts audits of commitments, obligations, and costs incurred by CND cemeteries. Prepares audit reports to provide information on program operations and to identify causes and deficiencies or problems to CND management. With the Chief of Operations, leads document and process security and safety procedures under the OAI Internal Controls Assessment Tool (ICAT). Uses ICAT references and requirements to lead financial audits with cemeteries and the CND office staff. Uses ICAT requirements to control processes and procedures in SOPs. Performs public outreach as needed. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Position Description Title/PD#: Financial Administration Specialist/PD1573302 The full performance level of this position is GS - 13. At the level GS-12, you will perform similar duties but under closer supervision. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12: $96,684 - $125,685 GS-13: $114,970 - $149,465 You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 for a GS-12 and GS-12 for a GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in accounting functions; Experience reviewing or examining financial data; Experience with travel, budget, or other fiscal data; Experience that has led to a knowledge and understanding of federal or state accounting practices. Expert knowledge of the Federal budget process, and all associated policies, and regulations to assure that budget estimates, projections, and submissions conform to requirements and objectives as well as to develop and provide authoritative advice and interpretations of legislation, policies, and precedents. Working independently to find solutions to problems in budget and fiscal data. Analyzing historical statistical and narrative data relating to budgetary planning to determine the impact of higher-level decisions and possible organizational impact; identify trends, and measure budget and program performance against goals. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
