About the Position: Fort Novosel is the Home of Army Aviation and is located in the southeast Alabama area known as the Wiregrass; much of the main post is in Dale County, an area with many lakes and streams, and the Gulf of Mexico, offering some of the best beaches in the world, is within driving distance. The US Army Aeromedical Research Laboratory (USAARL) is a tenant activity of the US Army Garrison, Fort Novosel and includes the US Army Aviation Center of Excellence (USAACE).

Duties

Inputting aircraft member’s flight time into the Centralized Automated Flight Record System. Perform flight operation in order to maintain records and files, accessing and updating records to include generating weekly, monthly, and quarterly flying hour reports. Advise on utilization of aircraft and simulator compatibility. Coordinate with investigators of other government research facilities and provide assistance in determining flight profile requirements, and equipment necessary to facilitate data collection. Utilize knowledge of regulations to govern air movement, aircraft modifications/operations, and pilot responsibilities. Work requires extensive knowledge and skillful application of Aviation experience, aviation operations, risk mitigation and practices that apply to safety, risk reduction, and improved performance of the Army aircrew. Monitor aircraft and simulator scheduled and unscheduled maintenance, repair parts, tools, and test equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations.

Qualifications

The US Army Aeromedical Research Laboratory (USAARL) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 01 to GS-14 step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Specialized Experience: One year of specialized experience which includes (1) Serve as helicopter pilot of aircraft to carry out various programs and functions; (2) Conduct research flights designed to collect data; (3) Perform flight operations duties to maintain records, files and aviation reading files; and (4) Conduct periodic assessment of maintenance operation for aircraft to ensure quality control and safety compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). AND Certificates - Current Federal Aviation Administration (FAA) certificate with commercial or higher with the following privileges: multi engine airplane, instrument airplane and commercial helicopter, instrument helicopter or equivalent military ratings. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Please note - the pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument ratings or appropriate U.S. military ratings. You must submit supporting documentation for this requirement. AND Minimum Flight Hour Requirements - Applicants for this position must meet certain minimum flight hour requirements, including recent flight experience. 1. Total Flight Time - 1500 Hours - Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. 2. Pilot-In-Command - 250 Hours - Only flight hours acquired as pilot-in-command are creditable. 3. Night Flying - 75 Hours 4. Flying Time, Last 12 Months - 100 Hours - Required only for positions that involve flying. 5. Heavy Helicopter - 500 Hours - Up to 250 hours flying time acquired in heavy multi-engine airplanes may be substituted. You will be evaluated on the basis of your level of competency in the following areas: Aviation OperationsComplianceOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
