The purpose of the position is to serve as supervisor of record for members of the watershed planning team. This position will work with NRCS employees, representatives of other agencies, and other partners as appropriate in the development and implementation of effective watershed plans. Works within a team concept to develop and implement ways to improve the efficiency effectiveness, and quality of the products and services provided to project sponsors.

Duties

Development and implementation of effective watershed plans Ensures the development and implementation of public information activities within the Team to promote natural resource conservation goals and objectives. Independently ensures quality and quantity of work, reviews work of subordinates and accepts, revises, or rejects work. Sets performance standards and evaluates performance for subordinates. Develops training plans to ensure personnel are adequately qualified to perform assigned tasks Serves as a government representative on task orders to ensure delivery of the specified work items in a timely fashion.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level; one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered for the GS-11 level: Specialized Experience for the GS-11 Level: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Assisting in providing formal and on-the-job training for team members. Participating in field work to identify conservation problems and collect data. Promoting conservation programs to internal and external stakeholders (e.g.: Farm Bill). Collaborating with team members of conservation activities to achieve program goals. OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher level graduate education leading to a to a Ph.D. degree or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered for the GS-12 level: Specialized Experience for the GS-12 Level: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Providing formal and on-the-job training for team members. Representing the agency at conference by participating in briefings and/or presentations. Assisting staff with analyzing conservation problems and making recommendations for solutions to address technical issues. Promoting conservation programs to internal and external stakeholders (e.g.: Farm Bill). Leading team members of conservation activities to achieve program goals. Note: There is no education substitution for the GS-12 level.
