This position is located on Natural Resource Conservation Service (NRCS), Soil Science and Resource Assessment, Soil and Plant Science Division, National Soil Survey Center (NSSC), Kellogg Soil Survey Laboratory (KSSL) in Lincoln, NE. Serves as the lead for analyses of soil and water, methods development, and related instrumentation in the laboratory that has national responsibility for soil analyses in support of NRCS programs and the NCSS.

Duties

Provides leadership for development of soil characterization standards, for populating and validating soil characterization databases, for data distribution, and for interpreting data for users. Represents the KSSL as a technical consultant to multiple MLRA Soil Survey Offices for soil survey characterization projects and participates in preparation of project design, analytical plans, sampling, data evaluation and more. Oversees progress of analytical projects through the laboratory information system to ensure appropriate analyses are selected, that characterization projects are completed in a timely manner. Supervises maintenance of the KSSL Soil Sample Archive which is listed in the Global Registry of Scientific Collections and is among the largest repositories of soil samples in the world. Leads, manages, guides, directs, and evaluates activities of assigned technical subordinate staff in the Kellogg Soil Survey Laboratory Branch. Manages and executes budgetary and resource allocations, ensures proper workflow integration, conducts management workforce analysis, and performs any other associated program management responsibilities. Oversees development of new analytical methods to improve lab efficiency, data accuracy and precision, and prepares written descriptions of laboratory methods.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. Basic Requirement: This is an interdisciplinary position. Applicants must meet at least one of the educational requirements stated below to meet the Basic Requirements under the series in which they apply to be considered. (Must submit transcripts.) MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: Basic Requirement for 0401 series: Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.) OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) Basic Requirement for 0470 series: Degree: Bachelor's or higher degree in soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility. (You must submit transcripts.) OR Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education. (You must submit transcripts.) Basic Requirement for 1301 series: Degree: Bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (You must submit transcripts.) OR Combination of education and experience: education equivalent to one of the majors as shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (You must submit transcripts.) Basic Requirement for 1320 series: Degree: Bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. (You must submit transcripts.) OR Combination of education and experience: course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: GS-13 Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service, performing the following duties: Collecting soil characterization data for analysis by managers to ensure consistency across regions/offices; Reviewing lab processes and/or procedures to identify inefficiencies; Providing advice and/or guidance on conducting testing and analyses on soil and water samples; and Participating on committees, teams, and/or meetings related to soil characterizations data. GS-14 Specialized Experience: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service, or comparable experience not gained through Federal service, performing the following duties: Coordinating soil characterization data to ensure consistency across regions/offices to achieve agency objectives and goals; Making suggestions or changes to lab processes and/or procedures to improve efficiency; Providing advice and/or guidance on conducting testing and analyses on soil and water samples; Participating on committees, teams, and/or meetings related to soil characterizations data; and Conduct training and/or arranging professional development opportunities for employees.
