This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Agroecosystem Management Research Unit in Lincoln, NE.
In this position, you will serve as the Partnership for Data Innovations Field Director responsible for leading major USDA initiatives to promote approved data stewardship and collaboration by delivering customized and standardized data solutions, technologies, and best practices to researchers and their collaborators.
Duties
Enables centralization, standardization, and transformation of how researchers collect, analyze, visualize, store, secure, and share agricultural data to improve data availability and ease of access.
Leads a coordinated effort to design and promote the Partnerships for Data Innovations strategic roadmap that integrates future programs and business operations.
Oversees development and implementation of Partnerships for Data Innovations systems (including cybersecurity) that enable the effectiveness of the research, education, and extension programs and activities.
Acts as a key conduit for communicating stakeholder’s needs to the research leadership within ARS and other research institutions
Works collaboratively, the incumbent is responsible for the creative and collaborative efforts in the area of research data management.
Oversees the project teams in the development and deployment of novel applications that address complex problems and stakeholder requirements.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirements
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
AND
In addition to meeting the basic education requirement above, all applicants must meet the following minimum qualification requirements:
GS-15
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading agricultural research programs that support technology and strategies; analyzing data management strategies and collaborations to develop data management solutions; coordinating with stakeholders to establish partnerships; and providing guidance on administration and regulations related to data management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
