The primary purpose of this position is to perform as Lead Financial Management Analyst Supervisor at 377 Comptroller Squadron in the Financial Analysis Flight. Serves as Lead Financial Management Analyst responsible for providing sound business practices advice and budget execution guidance to all Financial Management individuals across Kirtland AFB.

Duties

Mastery of advanced financial and analytical skills. The position plans, organizes, and directs the activities of the Financial Management Analysis Flight (Budget and Accounting) ensuring accurate forecasts of resource requirements, sound financial policy, financial analyses, and accounting liaison support are accomplished, ensuring compliance with legal and regulatory requirements that meet customer needs. Exercises supervisory personnel management responsibilities. Shares in directing the planning and organization of the activities of the Comptroller Squadron, ensuring that financial advice and planning, resource control, program planning, budget functions, and financial management automation systems comply with legal and regulatory requirements and meet mission needs. Represents the Comptroller Squadron with a variety of organizations. Participates in special projects and initiatives and performs special assignments.

  • This posn is subject to provisions of the DoD Priority Placement Program
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-82, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, practices, Jaws, and regulations of budgeting and/or financing. Mastery of financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the Air Force and/or between the 377th Comptroller Squadron and organizations of other Federal, State, and local governments, private industry, and large public organizations locally and elsewhere. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of Congressional, DoD, AF, AFGSC and 377 BW laws, regulations, instructions and guidance concerning budget development, charging policy and cost estimating. 2. Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems. 3. Ability to communicate both orally and in writing to justify, defend, present, and/or advise on budgetary processes/actions. 4. Knowledge and skill to manage accounting operations; responsible for accounting systems covering operations and expenses such as payroll, travel, transportation, supplies, rents, services, inventory, or commercial/governmental accounts. 5. Knowledge of Federal Generally Accepted Accounting Principles standards and the Chief Financial Officer's Act requirements. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
