The CFO serves as the technical expert and advisor to the Nuclear Technology and Integration Directorate Director on all aspects of programming, budgeting, and budget execution of an $298M active-year portfolio that includes multi-year acquisition and non-acquisition Investment, Operations and Maintenance, Reimbursement and Sustainment program funding. The CFO is accountable for the implementation of policies and business practices that ensure proper and effective stewardship of financial resources that enable the delivery of safe, secure, and effective nuclear capability. The CFO is the direct Supervisor to three financial managers and designated as the Financial Management Organization Senior Functional (OSF).
MAJOR DUTIES:
Serve as recognized financial Subject Matter Expert for the Nuclear Technology and Integration Directorate, providing financial management direction, technical assistance, and support ensuring fiscal law, policies, regulations, principles, standards, and procedures are properly applied in the integrated planning, programming, budgeting, execution, and closeout of financial resources.
Lead, direct, and perform budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years. Prepare and/or assemble information in support of formal presentation of budgets and requests and reviews before, Air Force, DoD, OMB and/or Congressional committees.
Collaborate, interact, coordinate, and meet with key customers and coordinating officials to assess customer satisfaction, explain organization policies and procedures and resolve issues.
Direct, coordinate, and oversee work through subordinate employees to accomplish short and long-term priorities. Ensure that staff are effectively utilized to meet organization and customer needs, considering experience, training, and abilities.

- Must be able to obtain and maintain a Top Secret security clearance.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This is a supervisory position. If the selectee is being assigned to a supervisory position for the first time, then they will need to complete a series of required supervisory training courses and complete a one-year supervisory probationary period.

- Acquisition Professional Development Program (APDP) certification and meet APDP continuing education requirements.
- The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
- Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments.
- Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations.
2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.
3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes.
4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues.
5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC.
This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 3 or Alternate Professional Certification (as identified by OUSD(C) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuing Education Training (CET) hours every 24 months.
The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management Experienced (APDP Level 3 prior to Oct 2022) certification requirements applicable to the career category designated on the
position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
