MAJOR DUTIES:
Serves as recognized financial Subject Matter Expert for the Nuclear Technology and Integration Directorate, accountable for strategic planning and program analysis; implementation of policy and business practices; effective integration of program budget and performance management functions; financial change management/transformation initiatives; etc.
Manages development of justification/documentation for investment/procurement programs in support of Program Objective Memorandum (POM) and Future Years Defense Plan (FYDP) submissions; prepares materials for Presidential budget requests; formulates special cost-benefit analyses; etc.
Collaborates with financial experts in other federal agencies and Department of Defense (DoD) services to: accomplish cost-benefit analyses; determine solutions to complicated issues; develop plans and courses of action; and provide consistent, data-driven messaging to all stakeholders.
Represents the organization to multiple, high-level stakeholders to include AFNWC/FM; Air Force Materiel Command/FM; Air Force Global Strike Command/A5; Headquarters Air Force/A8; Secretary of Air Force/FM; Office of Secretary of Defense Cost Assessment Program Evaluation (CAPE); Office of Undersecretary of Defense Comptroller; and other higher headquarters representatives.
SKILLS:
Experience with federal financial management in support of a large, complex, high-dollar program.
Mastery of the principles, concepts, laws, and regulations of financial administration and budgeting in order to theorize, plan and direct an entire financial management program (i.e., planning, budgeting, accounting, internal controls, and performance reporting).
Experience in developing, applying, and adjusting financial plans and policies sufficient to attain organizational objectives of a high-visibility, high-priority program such as the LRSO weapon system, which will replace the Air Launched Cruise Missile as the air-based leg of America's Nuclear Triad.
Strong functional background in decision support, as well as financial accounting, programming, budgeting, and execution.
Familiarity with various economic indicators, cost and finance software, tools, methodologies, along with the ability to direct and utilize evolving financial/digital reporting applications and tools (e.g., Tableau. Qlik, etc.).
Ability to effectively communicate, collaborate, and influence other functional and program stakeholders.
Advanced degree in Business Administration, Economics, Finance, or other related fields is highly desirable.

- Employee must be able to obtain and maintain a Top Secret security clearance, and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

- Occupational series 501 (Financial Management Specialist) requires no specific college degree.
- An Advanced level (former level 3) certification in Financial Management is required within 24 months. The applicant must have a Practitioner Level (former Level 2) in Financial Management.
- This position is currently designated as a Critical Acquisition Position; the employee is required to sign a three-year service agreement.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving DoD Financial Management ?Advanced? certification category within required timeframe after appointment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives,
budget precedents and controls guidelines and regulations.
2. Knowledge of the commonly used agency budget, automated financial systems, and performance metric
procedures, regulations, precedents, policies, and guides.
3. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and
techniques to budgetary processes.
4. Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to
resolve budget/manpower issues.
5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial
management career program and other development opportunities within AFMC.
