MAJOR DUTIES: Leads the execution of expert financial analysis throughout the division and across the center. Directs employees in the use of methods of analysis sufficient to ensure financial aspects of research and program forecasts, reports, plans, and strategies are consistent with DAF goals and strategic initiatives. Leads, directs, and performs budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years. Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before OMB and/or Congressional committees. Provides financial management direction and technical assistance and support to the staff in an integrated planning, programming, budgeting, execution, and closeout program for financial resources. Evaluates and advises on pending and current Congressional, OMB, DoD, USAF, and Comptroller General decision and recommends courses of action. Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload. Advises the Center, PEO and Program Chief Financial Officers (CFO), and Directors on financial and acquisition strategies. Ensures fiscal law, policies, regulations, principles, standards, and procedures are properly applied. Ensures team attendance in training and directs team in all aspects of DoD planning, programming, budgeting, and execution of programs. Leads the Center and HQ Directorate Financial Working Groups and Financial Management Board and AFNWC focal point for all AFMC/FM major drills in financial operations, budget, accounting, and legislative affairs. SKILLS: Experience as Acquisition and Sustainment Program Chief Financial Officer (CFO) or at Center- and/or MAJCOM-level Budget Office. Strong background in analytics and budgeting showing proficiency in selecting and applying a variety of standard or new analytical methods/techniques to budgetary processes and special studies. Supervisory experience of diverse organization to include novice to experienced employees, military, and contractors in in-office, remote and telework environments. Experience planning, organizing, and overseeing team activities by developing goals, objectives, policies, and organization design. History of delivering fiscally compliant and favorable outcomes for program offices & leaders, and track record of promoting positive, productive work climate for direct reports and others. Ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to Directorate Chief Financial Officer (CFOs), Staff Directorates, and Directors. Desired Requirements Master's/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master's degree. 10+ years of extensive work experience with increasing levels of complexity within the financial management career field. Experience in civilian pay budget programs utilizing single and/or multi-year appropriation financial program(s) outlined on the resume that can be verified by references provided. Experience leading teams responsible for analyzing data, preparing detailed responses, and determining most appropriate recommendations for unresolved problems. Experience with successfully interfacing/collaborating with business partners across multiple functions outside of financial management. Experience leading and implementing process and organization reform. Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results. Exceptional leadership skills to include setting clear expectations, motivating employees and driving accountability to garner desired results. Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations. Experience in building program plans and budget justification products. Experience in providing written and oral communications to senior leaders. Experience with solving complex issues which span multiple internal and external organizations. Candidates at the NH-03/GS-13 or equivalent grade level (or mid-level industry experience) or higher will be considered for this position.

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 3 must be obtained in 24 months.

  • Must be able to obtain and maintain a Secret security clearance.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.

  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuing Education Training (CET) hours every 24 months.
  • The employee must meet, or be capable of meeting, DAWIA Business Financial Management Experienced certification requirements applicable to the career category designated on the position description within policy timeframe.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
  • The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
  • Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies. 2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides. 3. Comprehensive knowledge of 0MB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations. 4. Knowledge of Congressional, agency, and 0MB budget processes, procedures, and requirements to include briefing formats and requirements. 5. Ability to communicate clearly and effectively, both orally and in writing.
