About the Position:
Serve as a Web Operations Program Analyst (Military Information Support Operations) for the US European Command (EUCOM), Joint MISO WebOps Center (JMWC), representing the command for all matters pertaining to MISO and WebOps. Provide advice and support to the Chief of the Psychological Operations Branch (J39) on MISO deliberate and crisis action planning in order to support command missions.
Duties
Formulate and integrates policy and planning for European Command (EUCOM) Web Operations (WebOps) support of USEUCOM.
Implement EUCOM WebOps policies and procedures for all MISO planning for current and contingency operations.
Leverage state-of-the-art social media techniques to improve the command’s ability to reach audiences in the region with appropriate messages supporting USEUCOM objectives during crisis or provocation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Duties of this position require the employee to obtain and maintain a Top Secret security clearance.
- Position may require that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- This position is designated as “Key” and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization (must also sign DD2365).
- Member of Ready Reserve must be released from reserve status to go into Key essential positions.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
Qualifications
Term Appointment NTE - Position may be filled as a term appointment NTE 2 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

Specialized Experience: One year of specialized experience which includes: (1) Formulating policy/guidance for Web Operations AND (2) Planning and/or coordinating Web Operations by monitoring and analyzing online information in areas such as politics, culture, and/or ethnicity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
