About the Position: U.S. Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command headquarters and its worldwide network of laboratories and medical research organizations as well as other non-USAMRDC customers.
Duties
Advise researchers on requirements and regulations appropriate to grant submissions.
Provide internal and external customer service within the grant management area.
Develop and perform award documentation for the organization.
Maintain current status of grant and agreement awards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires a Non Sensitive-Low Risk, Tier 1 personnel security investigation.

USAMRAA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-02 payband is equivalent to the GS-05 step 1 to GS-10 step 10 level AND the DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. QUALIFICATIONS (DJ-02):
General Experience: Three years of progressively responsible experience with one year of that experience equivalent to the GS-04 grade level, which includes (1) Analyzing problems to gather pertinent data, and recognize solutions; (2) Utilizing automated systems; and (3) Updating and maintain documents or reports. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (DJ-01/GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
QUALIFICATIONS (DJ-03):
Specialized Experience: one year of specialized experience which includes (1) Reviewing grants and cooperative agreement proposals to ensure alignment with statutes, regulations, and agency policies; (2) Assisting in the closeout of grants and cooperative agreements; and (3) Reconciling expended funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
