Duties

As a PROGRAM ANALYST (ARTIFICIAL INTELLIGENCE), GS, 0343, 14/15, your typical work assignments may include the following: The incumbent supports Federal-wide efforts to assess agency artificial intelligence (AI) challenges and work proactively to address such challenges through policy creation and implementation. They are responsible for reviewing both agency-specific and Federal-wide AI policies, procedures, programs, and budgets through detailed qualitative and quantitative analyses and working with relevant leadership to close gaps. The incumbent supports external engagements regarding agency use of AI, such as developing responses to Government Accountability Office reports on AI, reviewing purpose AI legislation in order to suggest changes, provide information regarding Federal AI issues to media, briefing Congress on the state of Federal AI. The incumbent coordinates with relevant OMB Resource Management Offices (RMOs) to take necessary budgetary actions to advance the responsible use of AI while adequately managing its risks. The incumbent is responsible for establishing and overseeing mechanisms to remove barriers to agencies' use of AI and to manage risks specific to the use of AI, such as discrimination or unsafe decision making. The incumbent also engages with interagency committees and other coordinating bodies related to AI, as well as overseeing the performance of agencies providing AI guidance and assistance, such as the National Institute for Standards and Technology and the General Services Administration. The incumbent regularly reviews agency AI activities, including through agencies' reporting on their AI use cases, and coordinates with other OMB staff to adequately address agencies' relevant risks and issues. This includes regularly updating reporting guidance to agencies, aiding interpretation of such guidance, and reviewing corresponding agency submissions. The incumbent performs other duties as assigned.

Requirements

Qualifications

Qualification Requirements: All applicants must meet the qualification requirements outlined below in order to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. The GS14/15 0343 Series, has basic requirements and minimum qualification requirements. In order to qualify for this position applicants must meet both the basic requirements and the minimum qualification requirements. All qualifications must be met by the closing date of this announcement. Basic Requirements: In order to qualify for the GS-14/15 Series, 0343 applicants must meet the basic requirements and the minimum qualification requirements. Applicants must meet one of the criteria listed below: Minimum Qualification Requirements: In order to qualify for the Program Analyst (Artificial Intelligence), applicants must meet the minimum qualifications and the basic qualification requirements. Applicants must meet the specialized experience defined as one full year (52 weeks) of experience at the next lower grade level or equivalent pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: One year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that demonstrates: 1.) Provides consultation, design input and feedback for new product development and design for Artificial Intelligence across multiple organizations. 2.) Provide advice and consultation to policy officials regarding artificial intelligence. 3.) Conduct analyses of issues affecting the Artificial Intelligence programs SPECIALIZED EXPERIENCE: One year of specialized experience at the GS-14 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that demonstrates: 1.) Making decisions or providing recommendations relating to Artificial Intelligence that influence policies, projects, or programs, and securing leadership buy in and/or stakeholder consensus. 2.) Review and issue results of analyses of artificial intelligence. 3.) Utilizing AI technology, data and data management to conduct independent research. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the HR Office.
