This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Survey and Operations Group (SOG).
As a Supervisory Health Insurance Specialist, GS-0107-14, you will direct the activities of a branch whose purpose is to implement, monitor, and evaluate programs for assessing State survey agency performance in interpreting and applying quality healthcare standards and procedures.
Duties
Ensures that the staff completes correct and timely actions on provider certifications, voluntary terminations, waiver, recommendations, complaints, involuntary provider terminations, and other certification activities.
Directs evaluation and certification of health care providers in the Medicare/Medicaid program.
Promotes the principles of quality management, teamwork, customer focus, and continuous improvement in carrying out responsibilities
Represents the agency’s actions and viewpoints surrounding survey, certification and enforcement programs.
Directs program evaluation efforts of Federal validation surveys of health facilities and State Survey Agency performance and certification programs

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, to include: (1) leading or monitoring health care programs to measure performance of state agency, contractor, or provider performance in interpreting and applying federal laws and regulations pertaining to the survey, certification and enforcement program; (2) interpreting and implementing quality health care standards and procedures to provide guidance to suppliers and providers under the Medicare/Medicaid program; and (3) managing and overseeing the work of subordinate employees and/or team members or leading workgroups on the Federal Survey Process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
