This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Division of Quality & Health Outcomes (DQHO). As a Health Insurance Specialist, GS-0107-14, you will as a Technical Director providing program expertise on quality improvement, performance measurement, and managed care for Medicaid and the Children's Health Insurance Program (CHIP).

Duties

Employ a variety of techniques to provide comprehensive balanced information and analysis of, emerging or precedent setting, Medicaid and CHIP issues related to program quality improvement strategies and health information technology. Assess, analyze, and define trends in emerging and/or existing policies/operations to determine their impact on program operations including conducting environmental scans and using information technology. Responsible for all aspects of project management, providing strategic direction to address complex technical problems related to analysis of Medicaid or CHIP performance metrics and data sources to monitor organizational performance. Represent senior CMCS officials during discussions with senior CMS and Departmental officials, congressional staff and other members of the public to explain and justify Medicaid policy/program issues in relation to program goals or objectives. Provide project direction and technical direction to lower graded specialists, define team members’ task assignments, review work for technical accuracy, and recommends employees' technical training needs to the Group and/or Division Directors.

Qualifications

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical guidance on Medicaid and the Children's Health Insurance Program policies or initiatives pertaining to quality improvement, performance measurement and managed care; 2) Drafting health policy statements, guidelines, or procedural instructions to implement new initiatives; AND 3) Collaborating and negotiating with various stakeholders for policy development, implementation, or program improvement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
