Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: HCO, Human Resource Strategy Enterprise Talent Development The following are the duties of this position at the full working level. Provides expert advice and authoritative information to top management, training program managers at headquarters and field sites, to course developers, and task forces members on all aspects of IRS educational programs. Participates in developing education staff expertise by providing course developers and other program managers at lower grades with methods and media guidance for supporting the management of Servicewide education programs. Participates with senior managers in the strategic and operational planning cycle to determine fiscal year budget and resource requirements. Evaluates and develops course objectives, criterion-referenced test, and education materials for operating programs. Conducts program reviews by analyzing course and training effectiveness through on-site visits to locations where employee training is being administered and by making changes that improve guidelines, operational activities, and educational materials. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes: Experience utilizing the laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program; experience with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Skills in consulting and facilitation techniques and methods. SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have at least one year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes: Experience that demonstrates expertise in applying a wide range of advanced laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program as well as internal and external functions and relationships; experience demonstrating extensive skill with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties.
