This position is in the Veterans Benefits Administration (VBA), Office of Policy and Oversight (OPO), Outreach, Transition and Economic Development (OTED), Training, Policy & Procedures, and Business Applications (TPPBA) Division.
Duties
The incumbent will serve as the Program and Management Analyst under the OTED Chief of Policy & Procedures and Business Applications. The incumbent is responsible for providing a variety of program and management support services essential to the operation of the Policy, Procedures, and Business Applications division.
Specific duties include:
Develops training and learning modules regarding regulations, policies, procedures, and/or instructions at an expert level. Serves as a primary source for inter- and intra-business unit communications.
Completes necessary evaluation, and analysis of VA programs.
Develops strategy and short and long-term plans implements key resources and business application tools in the business unit's area of control.
Makes independent technical and administrative decisions regarding program areas of control.
Develops and communicates actionable insights, deficiency findings, trends, and recommendations to key decision makers
Facilitates meetings and trainings regarding pertinent topics to audiences of varying levels.
Presents briefings and findings to senior leadership, Assistant Director of Training, Policy & Procedures, and Business Applications Division to ensure training conformance and compliance performance in specific target areas such as the implementation of procedural or policy changes. Make recommendations on special focused reviews to the Chief of Policy & Procedures and evaluate and provide progress reports to top management on program adherence as shown in special reviews.
Studies program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to develop new and training and support materials regarding policy, procedures, and business application tools.
Direct the activities involved with the business unit, including developing and implementing both long and short-range plans; developing program strategies, determining which projects to initiate, discontinue, or revise; and determining need and timing to change emphasis in current programs.
Conduct qualitative and quantitative analyses on customer interactions and station improvements. Creates appropriate data visualization tools appropriate for the audience and project.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12/GS-13.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-9 level) in the normal line of progression for the position.
Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies and precedents to conduct detailed analysis of complex issues, work functions or work processes. Interviewing stakeholders and providing relevant information to members of the public regarding VA benefits and services.
OR, Education Substitution:
GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR,
GS-11 ONLY -Combination: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position
GS-12 Grade Level:
Specialized Experience:
Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position.
Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles for a division within a VA Office. Performing analytical studies of a variety of complex procedures designed to improve the effectiveness of the business line. Communicating briefings or status/staff reports that influence and/or persuade managers to accept and implement those findings and recommendations; analyzing performance improvement data to measure the effectiveness of the performance improvement program. Developing and delivering technical training manuals and materials suitable for delivery to a nationwide audience. Presenting and facilitating training on procedures and systems to audiences with varying levels of understanding. Understanding of the of laws, regulations, and procedures governing VA benefits programs.

GS-13 Grade Level:
Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-12 level) in the normal line of progression for the position.
Specialized experience includes expert knowledge of wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Experience providing forecasts and the ability to estimate program requirements using special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc. Reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, inefficiencies and inconsistencies in operations. Leading teams during long-term projects with multiple intra-department contacts. knowledge of laws, regulations, and procedures governing VA benefits programs. Physical Requirements: Work is primarily sedentary and involves use of a personal computer; a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries books, laptop, files, and similar items. No special physical demands are required.
