OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.
Duties
This position can be filled in ANY of the three following Office of Audits and Evaluations, VAOIG locations: Decatur, GA; Kansas City, MO; or Washington, DC. Location is negotiable once selected. This is not a 100 percent telework position, nor is it a remote location position. Supervisors may require you to report to your duty station more than twice per pay period.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Management Analyst, you will:
Identify the staff's training needs, develop and provide technical support, and coordinate with OAE staff to ensure training needs are met, including core competencies.
Review training information in the OIG's management information system, to ensure that OAE professional staff meet the continuing professional education hours required by the General Accounting Office (GAO).
Make contacts with vendors and others to ensure that appropriate training is provided to promote the staff's professional development, that the training is provided by individuals or groups with appropriate credentials, and that training is obtained at a reasonable cost.
Implement the operating budget including controls over expenditures. Collect financial data, track expenditures, and inform the Manager or Director of the status of funds.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service.
Specialized experience or General experience for this position includes:
- Reviewing and analyzing agency programs; AND
- Managing and/or preparing operational reports; AND
- Recommending operational process improvements.
OR
EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours may be combined with experience. Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service.
Specialized experience or General experience for this position includes:
- Analyzing and evaluating agency program effectiveness; AND
- Developing and recommending operational process improvements; AND
- Developing cost benefit analysis or conducting economic evaluations.
OR
EDUCATION: Master's degree or equivalent or two years progressively higher education leading to such a degree, or an LL.B. or J.D. if related. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify by a combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
