You will serve as a Logistics Management Specialist in the Headquarters (HQ) Expeditionary Directorate (EX), Joint Petroleum Over The Shore (JPOTS) (EXJ) Program Management Office of NAVFAC OSF.

Duties

You will interpret laws, regulations, or instructions to determine their effect on logistics operations. You will review logistics system management plan to recognize key aspects of logistics support (e.g., supply, maintenance, transportation, facilities). You will analyze financial data to advise managers or senior leaders on costs, fiscal allocation, labor funds management, management analysis, or budget preparation. You will optimize sustainability while minimizing life-cycle costs and logistics footprint. You will resolve integrated logistical support (ILS) problems by developing new approaches and procedures. You will analyze data used to identify resource requirements for logistics operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses knowledge of the Joint Capabilities Integration and Development System (JCIDS) processes within the employing entity and/or between the organization and programs of other DOD, Federal, State, and local governments, private industry, academia and large public organizations; 2) Provides proactive guidance and assistance to leaders of JPOTS, ensuring logistics resources are available and executed in an efficient and timely manner throughout the organization; 3) Uses knowledge of management principles, processes, and analytical techniques for assessing programs; expertise in developing strategies for operational improvements and efficiencies; 4) Plans, directs, and coordinates difficult and highly complex multi-year acquisition and sustainment of major programs to attain agency objectives; 5) Performs quality control and operational audits to validate adherence with sound logistics management policies and procedures; 6) Establishes and maintains effective working relationships with staff and all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; 7) Makes oral and written presentations in a clear and concise manner with technical accuracy; 8) Applies a high level of sound, independent judgment in the solution of logistics problems and in the administration of a logistics management program and 9) Possesses a broad knowledge of advanced acquisition financial management experience within an Acquisition Categories (ACATs) I/II program office or Business System Category I, Program Executive Office (PEO), or service, Component, Headquarters equivalent level.
