This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Program Analyst position with USACE Little Rock District, Programs and Project Management Division, located in Little Rock, AR. This position may be filled at the GS-09, GS-11, or GS-12 level. Promotion is at management's discretion
Duties
Serves as a Senior Program Analyst for a Major Program within the Little Rock District (SWL) Programs and Project Management Division (PPMD) and peripheral support to the Southwestern Division (SWD) and HQUSACE as requested.
Provides resource allocation oversight of Military Construction Operations and Maintenance programs for both Department of Defense (DoD) and Interagency and International Services (IIS) mission.
These programs directly support missions that are characterized by rapid execution timelines and extensive workload sharing across multiple sister Districts within the U.S. Army Corps of Engineers (USACE).

You will receive credit for all qualifying experience, including volunteer experience. You will be evaluated on the basis of your level of competency in the following areas:
To qualify for the GS-09: Specialized Experience - One year of specialized experience which includes: using an automated project/financial management system to assist with the monitoring/evaluation for project/program funding or financial review. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify for the GS-11: Specialized Experience- One year of specialized experience which includes: 1) Coordinated the preparation of annual and multi-year budget estimates for assigned programs; OR 2) Prepared requests for increase or decreases in funds which require approval of budget or program officials; OR 3) Monitored the execution of a program/project budget with multiple funding streams. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To qualify for the GS-12: One year of specialized experience which includes: 1) Developed project schedules using a project management software incorporating major milestones and labor; and 2) Prepared reports to recommend adjustments for program, project, work orders, and/or expenditure schedules to stay within cost objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
