The primary purpose of this position is: to provide leadership, procedural, and academic program support expertise to facilitate execution of the educational courses and programs within the Air Command and Staff College (ACSC) resident and distance-learning programs.
Duties
Plan, organize, and direct the activities of Educational Support for Air Command and Staff College (ACSC), ensuring that support and administrative operations for ACSC programs and activities complies with legal and regulatory requirements and meets customer needs.
Exercise supervisory personnel management responsibilities
Represent ACSC with a variety of installation and functional area organizations
Serve as an advisor to the ACSC Dean of Educational Support, ACSC Dean of Education, ACSC Vice Commandant, and ACSC Commandant on matters related to support operations for ACSC programs and activities
Evaluate policies and directives from higher headquarters and advises on action necessary to establish and/or execute policy

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of staff operations functions, management concepts, principles and methodologies in order to develop and implement innovative approaches and solutions to staff operations issues; (2) planning, organizing, and directing the functions and staff of a small to medium sized organization; (3) comprehensive knowledge of administrative laws, policies, regulations, and precedents to include knowledge of key agency program goals and objectives, and the sequence and timing of key program events and milestones
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of staff operations functions, management concepts, principles and methodologies in order to develop and implement innovative approaches and solutions to staff operations issues.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes and program effectiveness, in conjunction with a comprehensive knowledge of administrative laws, policies, regulations, and precedents to include knowledge of key agency program goals and objectives, and the sequence and timing of key program events and milestones.
Skill in briefing and communicating objectives, strategies, and implementation concepts to the ACSC Command Section and senior / executive-level leadership, as well as the ability to communicate and interact effectively with higher headquarters staff and leadership in order to achieve stated positions or to make an adequate case for a particular strategy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
