This position is in the Customer Care and Support Office (CCS), Bureau of Information Resources Management. The position serves as a Management Analyst and advisor in the organization in analyzing, evaluating, and improving the effectiveness and efficiency of the Office’s programs, projects, budgets, and contract actions by designing, developing, controlling and facilitating CCS’s project and program management functions that include its vital budget and contracting functions and activities.
Duties
Collaborates with management in monitoring status and progress of programs and projects, defining tasks, strategies and resource requirements to ensure compliance with goals, objectives and policies.
Performs duties of Government Technical Monitor (GTM) for contracted work performed in CCS.
Serves as advisor to Office Directors on management and administration of CCS operations support contracts, and coordinates WCF resource requirements among all office program elements.
Reviews CCS project requirements and develops/modifies task orders and statement of work.
Coordinates, analyzes, develops, manages, and reviews budget plans and proposals for the office and ensures timely and accurate submission to the bureau's budget process.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in application of a wide range of program and project management concepts, principles, processes and practices that include Agile Project Management (APM) methodology, lifecycle management, budget and resource control, cost/benefit analysis;
Experience in project management processes pertaining to contract and procurement management, that includes procurement planning, proposal evaluation, and contract administration and close out; and
Experience in Working Capital Funds (WCF) financial policies and procedures.
There is no substitute of education for specialized experience for the GS-14 position.
