About the Position: Serves as a Traffic Management Specialist and a Contracting Officer's Representative in a Surface Deployment and Distribution Command (SDDC) Brigade, Ocean Cargo Clearance Authority Office (OCCA), Quality Assurance Section.
Duties
Serve as a Traffic Management Specialist and Brigade (BDE) technical liaison between contractors and the Contracting Officer on the organizations strategic transportation contracts.
Inspect and accept services and/or contract deliverables.
Notify the Contracting Officer of services that do not comply with contract requirements and if contractor fails to correct rejected work.
Validate contractor invoices for payment relating to additional transportation related services performed that cannot be ordered (e.g., container detention).
Collect cargo movement information, analyze transportation movement trends, identify issues that impact contractors ability to support and adhere to movement requirements.
Serve as a Contractor Officer's Representative (COR).
Maintain contract files from development, pre-award, post-award, and termination or closure.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the ability to obtain and maintain a secret security clearance.
- Incumbent may be required to serve a 1-year Term Trial Period.
- Incumbent may be required to travel up to 10% to perform duties/attend training.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Incumbent may be required to work shifts/weekends.
- The incumbent will be required to complete the following on-line courses: ACQ 0030 - Overview of Acquisition Ethics and CLC106 - COR with a Mission Focus within 2 months of arrival into position.
- This is a Term position scheduled not to exceed 13 months.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) Managing service contracts for a transportation or traffic program; 2) Providing customer service to meet requirements for intermodal (ocean, air, truck, barge and rail carriers) transportation and distribution services; AND 3) Utilizing commercial and military ocean shipping contract practices and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
