About the Position: Serves as Director and Traffic Manager for the Military Surface Deployment Distribution Command (MSDDC) 833d Transportation Battalion.

Duties

Plan, direct, coordinate and supervise traffic management and cargo operations for the import and export of all military cargo transiting the command through their area of responsibility. Prepare the daily/weekly Significant Activity Report (SIGACT), Weekly/Operational SITREPs/SPOTREPs. Determine basic program planning and recommends organizational improvements to effect greater simplicity and economy of overall operations. Review and approve all battalion plans, SOPs, briefings, and orders. Coordinate and supervise the Port Support Activity. Approve plans and supervise the execution of marine cargo operations to include vessel loading and offloading and port staging in support of JCS exercises, contingencies, and all other operations for military cargo. Coordinate with unit movement representatives for the Unit Deployment Lists in preparation of documentation activities supporting the deployment and redeployment of military units. Maintain liaison with counterpart organizations in higher echelons, other commands, officials at US Transportation Command, Military Sealift Command, Air Mobility Command, procurement, and contracting activities, etc. Responsible for all facets of program management/review including budget, organization, resource planning and utilization, program and analysis. Represent the Battalion Commander at conferences involving both defense and non-defense agencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • This is a 5-year term position and may be extended to a maximum of 6 years total.
  • Incumbent may be required to serve a 1-year Term Trial Period.
  • Incumbent may be required to travel up to 30% to perform duties/attend training.
  • Incumbent may be required to serve a 1-year supervisory probationary period.
  • Incumbent must be able to obtain and maintain a valid driving license.
  • Incumbent may be required to work occasional shift work.
  • This position is designated as Key. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority. This position cannot be vacated during a national emergency.
  • If appointed as a Contract Officer Representative (COR), employee is required to (at a minimum) complete the following on-line courses: CLC222, CLC106, and CLM003. CORs must also obtain 40 hours of continuous training ever 2 years.

To Qualify for the GS-13: Specialized Experience: One year of specialized experience which includes planning, coordinating, directing, and supervising all activities related to Defense Transportation System (DTS) cargo movement through the terminals and area of responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Ability to plan and organize workManagement SupportTransportation GS-13 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
