Duties

Serve as Chief of a Division in the Directorate of Contracting. Determine and recommend budget and resource plans to accomplish the work of the division to include immediate and known or anticipated long-range projects. Schedule and ensure distribution of work and personnel as necessary to achieve effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. Ensure that all actions are completed on time and are in accordance with applicable laws, regulations, and Executive Orders. Assign work directly or through team leaders/senior specialist to subordinates based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of the employees. Review work of subordinates ranging from a detailed review for technical accuracy to a cursory review for sound judgment and timeliness of accomplishment. Evaluate program effectiveness by review and analysis of quantitative and/or narrative reports, discussions with employees, and takes appropriate action to correct deficiencies. Serve as a key advisor to the Director, commanders, managers, and other staff and operating officials on all phases of contracting.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Secret security clearance.
• Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
• This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• Must be able to obtain and maintain a contracting officer warrant.
• One supervisory year trial/probationary period may be required.
• One year trial/probationary period may be required.
• You may be expected to travel up to 15% for this position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Performing Pre-award for the acquisition of services or supplies such as writing acquisition strategies, determining price reasonableness, or determining contractor responsibility to complete the phases of a contract; 2) Performing Post-award for the acquisition of services or supplies such as monitoring contractor performance, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; and 3) Leading a group of employees within a contracting office to ensure assigned work is in compliance with regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
