About the Position: his position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Office of the Commander- Joint Base Lewis-McChord, WA.
This is an Acquisition Workforce Demonstration Project position.
Duties
Administers a full range of pre-award and post -award functions such as, negotiations, cost/price analysis, contract administration, contract close out, developing long range acquisition plans for assigned organization.
Pre-Award: Evaluates programs to provide guidance to the program manager (PM) and/or evaluate the contract’s structure relating to specific incentive arrangements and statement of work (SOW) requirements.
Post-Award: Performs contract management functions in accordance with the Federal Acquisition Regulation (FAR) and contractual agreement interpreting contract agreements for command officials/contractors.
Operates as Team lead working with an interdisciplinary group of professionals to achieve assigned tasks, produce work products and services to meet program and production goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position requires submission of a financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if:
(A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Performing pre and post contract award functions and 2) Negotiating and/or completing contracts, and 3) Experience leading professional/technical teams, to include reviewing work of team members.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02/GS 11).
