About the Position: his position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Office of the Commander- Joint Base Lewis-McChord, WA. This is an Acquisition Workforce Demonstration Project position.

Duties

Administers a full range of pre-award and post -award functions such as, negotiations, cost/price analysis, contract administration, contract close out, developing long range acquisition plans for assigned organization. Pre-Award: Evaluates programs to provide guidance to the program manager (PM) and/or evaluate the contract’s structure relating to specific incentive arrangements and statement of work (SOW) requirements. Post-Award: Performs contract management functions in accordance with the Federal Acquisition Regulation (FAR) and contractual agreement interpreting contract agreements for command officials/contractors. Operates as Team lead working with an interdisciplinary group of professionals to achieve assigned tasks, produce work products and services to meet program and production goals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • This position requires submission of a financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

OR Exemption: You are exempt from the education requirements above if: (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing pre and post contract award functions and 2) Negotiating and/or completing contracts, and 3) Experience leading professional/technical teams, to include reviewing work of team members.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02/GS 11). You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementPreparation and NegotiationProblem Solving Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
