Serves as a Management and Program Analyst in one of he Transportation and Marketing Program's divisions, responsible for performing a variety of complex assignments to enhance delivery of programmatic and management services, as well as coordinating unique/specialized program activities often having either Program-wide and/or cross-Division impact.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Apply substantive knowledge of agency programs and activities; agency mission, policies, and objectives.
Serve as a liaison to teams tasked with researching, analyzing, and reporting on programmatic and administrative issues and applying a wide methodology to identify, assess, and improve operations.
Establish contacts and maintain communication with public stakeholders and industry organizations to follow changes and issues affecting the Program mission areas.
Coordinate responses to Congressional and stakeholder inquiries by working with respective Division staff and assist in preparing final documents for Agency review according to required templates.
Serve as Division point of contact on information technology (IT) resources.
Serve as Division Federal records management point of contact and manages official records inventory, disposition and archival according to agency records management plans.
Assist with Division performance management, including but not limited to the maintenance of staff performance plans, performance review documentation, and collating and processing performance awards
Develop workload-based staffing standards to determine organizational employment levels.
Participate in management of cooperative agreements by coding payment requests, checking documentation, making corrections, and ensuring that payment requests are forwarded to appropriate AMS staff.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following:
- Experience updating and documenting organizational policies and procedures to improve program effectiveness.
- Preparing written documents such as staff reports, presentation materials, and/or memos.
- Tracking invoices to assist in program budget management.

2 full years of progressively higher level graduate education leading to such a degree.

LL.B. or J.D., if related
Note: Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Assisting in analyzing the efficiency and effectiveness of program and/or project operations carried out by administrative or professional personnel, or substantive administrative support functions.
- Producing clear written documents such as detailed procedures and guidelines, and responses to stakeholder inquiries.
- Maintaining, tracking, and reporting on the program budget.
- Managing official records inventory, disposition, and archival according to records management plans.
OR
Ph.D. or equivalent doctoral degree.
OR
3 full years of progressively higher level graduate education leading to such a degree.

LL.M., if related

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Planning, scheduling, budgeting, and managing projects and studies to assess the effectiveness of program operations and recommending changes or improvements in organization, staffing, work methods or procedures to improve efficiency and accuracy.
- Developing written reports and documents such as policy briefing materials, responses to Congressional inquiries, and decision memoranda for senior management.
- Conducting cost benefit or economic evaluations of current or projected programs and/or projects.
- Establishing new and reviewing existing records management plans to ensure that records management principles are properly applied.
Note: There is no education substitution for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
