This position is located in the Office of the Chief Architect, Principal Deputy CIO, Bureau of Information Resource Management (IRM/BMP/OCA), in the U.S. Department of State (DOS).
Duties
Provides expert guidance and assistance to senior managers on a department-wide basis with regard to its Enterprise Architecture (EA) functions and the Federal Enterprise Architecture Framework (FEAF).
Utilizes analytical processes to develop and publish EA dashboards that reflect dynamic investment technology portfolio views of each segment of the EA that is categorized by a standard services taxonomy and the FEAF.
Leads evaluation of technical requirements needed to assess business needs, reviews and changes direction of major IT projects as necessary, formulates and pro-actively manages solutions for program and project risks, gaps and related problems.
Coordinates engineering and design infrastructure solutions by using service platforms and tools that serve to manage risk and meet governing security regulations, controls and policies.
Evaluates and assesses proposals submitted through pre-select process and change requests submitted to
the Information Technology Configuration Control Board (ITCCB), and validates each request in conformity with
EA policies and requirements.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions
AND
Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience designing, developing, and managing IT systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.
Experience with infrastructure protection environment; systems security certification and accreditation requirements and processes; and Federal information systems security protocols to integrate information systems security with other security disciplines; certify systems or network accreditation; and ensure coordination and/or collaboration on security activities.
Experience reviewing IT plans and programs that include applications, data, networks, and platforms for alignment with a Departmental Enterprise Architecture policies and initiatives.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-15 position.
