This position works as an employee within the Reno Regional Office. The incumbent serves as a management analyst for the Reno Regional Director's Office. The primary purpose of this position is to provide support to the Director and Assistant Directors through project management and analysis of regional office initiatives.

Duties

Major Duties of this position are, but not limited to: Provides qualitative and quantitative assessments of the wide range of Division operations. Strategic planning, assisting in the implementation of revised organizational structures and designing. Conducting studies of various complex processes including employee utilization, resource allocation, and delegations of authority. Tracks progress toward goals and facilitates work or program reviews to improve division results. Supports management on significant issues such as: policies, goals & objectives, internal controls, and preparation of priority reports to the Director, VACO, and OFO. Prepares memorandums, letters, bulletins, and other written communication for leadership. Assist or perform evaluations of the processes of various systematic analysis of operations to determine the level of quality & management factors of all program's areas. Maintain various administrative controls to keep leadership informed in all applicable areas of responsibility. Review existing circulars, directives, and other publications to assure they comply with applicable division, RO, VBA, and VA policies and procedures. Identifies opportunities to participate in community activities that enhance the public image of the VA, and specifically the Regional Office. Examine and analyze office productivity data and brief leadership on progress made in achieving performance goals, areas needing special attention, and suggested alternative remedial actions. Conducts ad-hoc assignments, as needed. Conducts the strategic communications program for the Regional Office with responsibility for developing and providing guidance involving all public affairs information, internal communications, Veterans' service organizations liaison, congressional and community relations activities and is the liaison for Veterans' service organizations, congressional staffs, community groups, professional organizations, etc. Liaise and coordinate initiatives requiring inter-team cooperation and action. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 (or higher) and the promotion potential of your current position must be at least GS-12. You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience as described below: Specialized Experience: In addition to the experience required for the GS-11, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized Experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
