The Program Analyst (Trainer) responsibility is the development and implementation of the ongoing training programs for employees within Community Care Service. The incumbent will develop job aids, training modules, and standard work to document the processes and workflows supporting CC and RCI administrative functions.

Duties

Develops and deploys job aids, training modules, and standard work to orient and train both new and existing Community Care (CC) and Referral Coordination Initiative (RCI) program staff. Performs work in the development and evaluation of courses for training programs and implements changes based upon course evaluations as well as ever evolving policies and requirements. Provides instruction covering a wide variety of topics in well-established areas of multiple subject matter fields. Identifies and determines training priorities and administers training programs for department staff. Major duties include but are not limited to: Possesses and applies knowledge about the competency-based orientation and validation program and activities. Uses this knowledge to enhance orientation and other educational programming to ensure the competencies for CC and RCI staff. Develops and updates position-specific competencies and training checklists. Develops, obtains, and adapts current instructional material, such as job aids specific to the task for MSA's, Lead MSA's and RN's. Performs duties involving the instruction of training courses or the modification of course content and/or material. Produces training materials such as user guides and job aids to ensure quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of CC Service. Provides training to supervisors and staff. Assists with testing and evaluating current and new CC and RCI program software modules, packages, and applications to ascertain how and how well those meet organizational needs, how they impact and interface with other programs, processes, and software applications utilized within and outside of VASNHCS. Develops reporting or monitor procedures, sampling techniques, and measurements at various points in the training process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Develops monitors for each of the CC and RCI programs to provide objective evidence of the effectiveness procedures and controls. Monitors quality program implementation and indicators designed to verify adherence to requirements, prevent errors and eliminate ineffective work practices, and/or when special projects call for additional support. Assesses the effectiveness of training programs and training materials and makes modifications. Performs reviews and conducts audits to assess staff compliance with and adherence to policies, standard operating procedures, manuals, etc. covered in training programs and materials. Reports results and makes recommendations to Chief, Community Care Service. Evaluates processes and makes recommendations for effective organizational changes both within CC Service and across VASNHCS. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge to conduct work in analyzing data and conducting background research on the issue. Excellent communication skills which includes the ability to listen well, write with clarity, and speak effectively. Understand how to read and interpret required health care system operations, policies and procedures as well as VA regulations, policies, and program guidelines.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a master's degree or equivalent graduate degree or two (2) full years of graduate level education leading to such a degree in a related field that demonstrates my ability to perform the duties of this position. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of CC and RCI programs. Knowledge of and ability to research and comprehend pertinent laws, regulations, policies, and procedures that relate to all aspects of the administration of VA Community Care (CC) and the Referral Coordination Initiative (RCI). Includes: Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR., Knowledge of various operations of the organization and how they relate to CC Service functions Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
