Duties
Conducts studies of programs, functions, work processes, staffing levels, methods and procedures and other related criteria in order to clarify, appraise, refine or improve program operations and/or management practices at an operating level.
Reviews operating regulations and directives and other pertinent sources to gather, correlate, analyze, determine, and recommend appropriate actions.
Analyzes and evaluates policies, procedures, guidelines, and administrative processes in order to resolve conventional problems and situations.
Analyzes budget projections assessing validity of assumptions and consistency of estimates.
Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations.

Qualifications

At the GS-09 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as providing assistance to management analysts by compiling records & reports on program goals, budgets, and staff levels to determine problems for study by higher level employees; OR a master`s or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of education and experience described above.
At the GS-11 Level: 1 year of specialized experience equivalent to the GS-9 level. Specialized experience is further defined as experience applying business and administrative processes and procedures to include acquisitions, financial assistance, and policy development. Experience applying analytical and evaluative methods and techniques to analyze data, provide feedback, prepare reports, present briefings, or develop partnerships; OR a Ph.D. or equivalent doctoral degree; OR completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of education and experience described above.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This position falls under the Management and Program Analysis Series, 0343. There are no Individual Occupational Requirements (IOR) for this job series.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
