The primary purpose of this position is to: To serve as Joint Operations Center (JOC) Command & Control (C2) Operations Watch Analyst, responsible for collection, correlation and characterization of either all Maritime or all Land MACA, domestic events, Consequence Management, Civil Support and Interagency Coordination.
Duties
Serves as a Watch Analyst in the Joint Operations Center (JOC) monitoring the overall homeland situation and reacts to various types of domestic events in the context of threats to homeland security
Responsible for receiving, interpreting and distributing operational orders and message traffic critical to the success of the commands mission
The incumbent provides administrative support to the JOC Director and J33 staff as required to accomplish operational mission requirements

- The work is typically performed in an adequately lighted and climate controlled office; work is often performed under tight timelines and high-pressure
- Some travel to field locations may be required; shift work will be required of this position to accomplish mission requirements
- Incumbent must participate in emergency assignments and must be prepared to relocate to emergency sites when necessary
- This position has been identified as Not Eligible for Telework- Position requires daily access to classified material
- The incumbent will be indoctrinated and trained on all aspects, functions and responsibilities of the JOC Watch operations, J33, the command and the primary HHQs that the command is responsive to.
- Each military support specialist will be trained by the JOC Watch Supervisor and/or another Military Support Specialist current working the Watch
- After the initial onboarding phases, training will occur while working shift with a fully qualified Watch Stander
Qualifications
This position has been designated as Critical Sensitive. The employee is required to obtain and maintain a Top Secret clearance as a condition of employment.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
Watch Standers will complete initial, refresher and recurring training in accordance with the JOC Watch training plan. Watch Standers will be trained on all new operational and administrative changes that occur. If absent from Watch duties for an extended period of time (30 days or more), they will be apprised and trained on changes that occurred during their absence.
Incumbent may be subject to 24-hour on call duty in the event of an emergency. As part of the emergency duties assigned to this position, the individual may be required to perform an assignment locally or may be required to be deployed to alternate locations in support of a disaster where conditions may be austere for short periods of time. Must be required to be available to report to a duty station during duty and non-duty hours and relocate to an emergency duty location for extended periods of time for emergencies or exercises.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of current military law, Joint doctrine, Joint plans, policies, and practices, as well as a comprehensive understanding of intelligence directives, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, U.S. security agreements and arrangements in order to make informed recommendations to senior leadership; Knowledge of various Federal and State field offices and operations centers, N&NC processes and procedures, unified and functional commands, military services, the service reserves (Reserves & National Guard), Department of Defense, and Federal Departments including, but not limited to, Department of Homeland Security, Department of Justice, Department of Energy, and agencies within the Intelligence Community; Knowledge and understanding of interagency and intelligence agency partners to include law enforcement, security and disaster response and recovery organizations, and their agency missions, capabilities, organizational structure, operations, and authorities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and skill in applying crisis response policies and procedures (i.e. National Response Framework (NRF), National Incident Management System (NIMS) and Incident Command System (ICS)) with respect to military planning, intelligence acquisition and dissemination, security management, force protection, readiness, training and exercises.
Ability to react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly to senior leadership.
Knowledge of Joint policies, procedures, and military organizational structure, national intelligence organizations, state and federal emergency organizations, and other pertinent Federal agencies in relation to Homeland Defense.
Skill in oral and written communication to present sensitive information and/or recommendations on complex matters to higher authorities.
Knowledge of and skill in applying the concepts, theories, principles and practices of emergency management how DoD applies them while conducting Defense Support of Civil Authorities (DSCA) operations.
Knowledge of theories and new developments to solve problems not susceptible to treatment by accepted methods or practices in a fast paced working environment; knowledge of Combatant Command and interagency authorities and mission sets in order to procure a government response to a national crisis or in times of conflict.
