This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent serves as a Retail Logistics Management Specialist. This position is assigned to the Communications Electronics Command, Life Cycle Management Command, Logistics and Engineering G4, APG, MD.
Duties
Expert Logistics Management Specialist with responsibility for planning, directing, coordinating, managing and reviewing all actions concerned with logistics retail.

Performs periodic analyses of maintenance activities to evaluate critical readiness and ensure compliance with relevant provisions and requirements. supply support problems
Ensures operational support and integration of new logistical or changing materiel and maintenance requirements/ operations/ systems to develop execution methods and techniques.
Develops action plans to improve supply readiness and maintains liaison with other organizational elements for assistance in resolving problems.
Provide support for the implementation of logistics programs such as Global Combat Support System-Army and Defense Property Accountability System.
Plans and establishes both current and long-term objectives for maintenance and equipment to include developing, publishing and executing policies and procedure.
Provide technical guidance on programs to ensure compliance with policy and standard procedures.
Provide oversight of the grounds maintenance program to ensure systems (non-tactical vehicles, trucks, tactical vehicles, equipment) are aligned with Command maintenance program goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While on probationary the incumbent can be terminated with limited appeal rights.
- This position is designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations you will be required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Applying maintenance management regulations, policies, principles, and procedures in support of field level and sustainment level maintenance; 2) Demonstrate experience with maintenance management include forecasting, distribution, scheduling, and production control of maintenance workloads, including inspections, services, repairs, and warranty claim actions for equipment; 3) Demonstrate expertise in Global Combat Support System-Army (GCSS-A), Maintenance Management processes, and Equipment Repair Parts processing; 4) Understand the application of the Army Authorization Document System (TAADS-)s, as pertains to Table of Distribution and Allowance (TDA) Organizational Structure and the process of modernizing equipment tables through the 4610-r (Equipment Changes in MTOE/TDA) process; and 5) Demonstrate experience relative to Condition Based Maintenance Plus (CBM+) Test Measurement and Diagnostic Equipment (TMDE), Army Oil Analysis Program (AOAP), and the Army Modification Order (MWO), Safety of Use Messages (SOF) and Warranty Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
