This position is in the Veterans Benefits Administration (VBA) Office of Outreach, Transition, and Economic Development (OTED), located in Washington, DC and reports to the Transition Assistance Program Assistant Director. The primary purpose of this position is to supervise and lead a team that maintains oversight and management of VA's role in the Transition Assistance Program (TAP) and military to civilian transition matters across the interagency governance structure.
Duties
Specific duties include:
Monitors operating programs, policies, procedures and activities supporting VA benefits and services provided to Service members, Veterans, and beneficiaries, via the TAP interagency governance structure (Joint Executive Committee, TAP Executive Council, Senior Steering Committee. and other related workgroups).
The incumbent serves in a confidential and close working relationship with the Assistant Director, Deputy Director, and Executive Director of OTED, and as a consultant to senior level VBA management on the more complex and difficult issues associated with policies and programs as they related to administrative operations as well as the delivery of benefits and services to Veterans.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives and makes decisions on work problems with employees. Sets performance standards and appraises work of employees. Identifies developmental and training needs of employees; provide and/or arrange for needed development and training. Counsels employees on work and management policies. Effects minor disciplinary actions such as reprimands and warnings, recommends other action in more serious cases. Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc. Interviews and selects employees for vacant positions. Actively supports special programs such as safety, internal controls, etc. Responsibility for applying EEO and affirmative action principles to employee management. Make selection for key positions. Ensure that an effective program is in place to identify training needs and developmental opportunities of the staff that the needs are met in a timely manner.
Utilizes Project Management Book of Knowledge (PMBOK) Principles in order to execute and manage multiple projects and initiatives that support the Transition Assistance Program (TAP) Division of OTED.
Directs staff efforts in planning, organizing, and conducting difficult and complex studies of military to civilian transition matters to determine strengths, weaknesses and best practices. Further, identifies operational issues, recommends appropriate corrective actions be taken, and briefs anticipated results to senior level VBA management.
Analyzes operations and performance data and develops findings and recommendations to support the interpretation of policy, regulatory, and legislative provisions guiding the regulatory framework of TAP (Operations, Curriculum and/or Governance).
Coordinates collaboration within OTED (and various teams), as well as intra-and inter-agency collaboration and governance bodies with respect to military to civilian transition matters. Works in close cooperation with other VBA business lines and other VA staff offices as it relates to transitioning Servicemembers, Veterans and their families' benefits.
Leads culture change initiatives through relevant, ongoing internal/external communications initiatives/activities. Develops VBA strategic communications and marketing plan; disseminates key messages and official positions on public issues; promotes mission, vision, and activities through communication products.
Recommends objectives and operations for new and existing programs between other federal agencies and Veterans Benefits Administration (VBA) within the scope of transition. The incumbent serves as a historical policy consultant when new information is released from the military departments that may have an impact on Veteran's transition.
Provides procedural background to other agencies regarding military to civilian transition work processes and how to integrate VBA and the other agencies' information systems to provide a seamless transition for Service members from active duty to potential entitlement to VA benefits.
Represents OTED in meetings or conferences within VA, at other Government agencies, and with representatives of service, civic, and fraternal organizations; prepares for and gives oral presentations to various audiences on an ad-hoc basis.
Research customer service practices, evaluates performance in meeting customer service standards, and makes recommendations for improving service delivery and plans, strategies, activities, or other initiatives to increase customer satisfaction (i.e., VA Benefits and Services Course delivery (Operations), TAP Curriculum and interagency stakeholder engagement (Governance)).

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level
Specialized Experience: Applicants must have one (1) year of specialized exp. equivalent to at least a GS-13 that has equipped them with knowledge, skills, and abilities to successfully perform the duties of the position.
Interpreting and applying regulations and legislation, researching, analyzing facts, identifying problems, reporting findings, making conclusions, and developing corrective or other appropriate action.
Leading coordination across government interagency organizations to ensure goals and implementation plans are aligned
Excellent verbal and written communication skills with the ability to influence the actions of internal stakeholders and manage relationships with external partners and stakeholders.
Leading and managing a team working on a varied portfolio
Performing complex program analysis and providing expert advice on strategic planning initiatives, program operations and business practices
