You will serve as a Human Resource Specialist (HR Development) in the Human Resources Office (HRO), Business Directorate of NAVAL FAC ENGINEERING CMD WASH. This is a developmental position with a full performance level of GS-12. Applications will be accepted at both the GS-11 and GS-12 grade levels.

Duties

You will evaluate human resources program performance against performance metrics. You will oversee metrics and status reports to identify areas for process improvement and training. You will analyze human resources development statistical data to identify trends or workforce characteristics that may require program changes or enhancements You will lead meetings to provide guidance on new employee development programs. You will create guides and handouts for human resources training.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing as a Civilian Training Advocate for a Large organization. 2) Knowledge/Experience in reviewing, completing or approving SF-182s. 3) Knowledge and ability to Advise employees/Leadership on the various workforce development programs such as Mandatory Training, Leadership Development Programs and DAWIA. 4) Ability in determining immediate and long-range training needs for large complex organization. 5) Knowledge and ability in identifying and compiling metrics and data from different HR data sources regarding workforce development programs such as mandatory training, mentoring, individual development plans, etc. GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge/Experience to advise employees/leadership on routine, non-complex training issues such as process for SF-182 submission. 2) Ability to Advise Employees/Leadership on the various workforce development programs such as Mandatory Training, Leadership Development Programs and DAWIA. 3) Ability to use purchase card to pay for training. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
