This Administrative Officer position is located at the Carl Vinson VA Medical Center, Health Administration Service Line. The incumbent is assigned to the Office of the Chief and directly accountable to the Chief of Health Administration for the overall administrative activities, including budget and fiscal management, strategic planning and program management, and analysis of activities related to the daily administration of Health Administration Service.

Duties

Major Duties: Directs the personnel management program for the Health Administration Service Line, overseeing the full range of human resources requirements, acting as a liaison with the human resources office concerning personnel-related matters. Assists managers and staff in projecting performance plans and appraisals, processing training and travel requests, and drafting disciplinary and adverse actions. Provides the overall administrative management of the Health Administration Service Line, which may include interpreting administrative policies and procedures, developing, implementing or defining local administrative requirements, developing both long and short-range policies and plans by coordinating the medical administration needs of the organization. Provides financial and budgeting management, including budget formulation, justification, and execution; fiscal management and financial reporting. Prepare procurement package requests, evaluate proposals for work, act as a Contract Official Representative (COR) for procurements, and maintain procurement and contracting records. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) participating in the formulation of annual operating budgets; providing all administrative functions in support of a health care program, including personnel administration, formulating budget for supplies, fund control point allocation, maintaining procurement and contracting records, office support services; communicating to a wide variety of individuals internal and external to the agency; and providing advice, counsel, training or instructions to employees on work and administrative matters, OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Note: You must submit copies of your transcripts for your education to be considered), OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of one full years of graduate level education) and specialized experience to meet the total experience requirements. Preferred Experience: personnel administration and management work, administrative management, direction and long-range planning, financial and budgeting management work, and procurement and contracting. You will be rated on the following Competencies for this position: Administration and Management Attention to Detail Communication Knowledge Management Manages and Organizes Information A Quality Ranking Factor has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Extensive knowledge of a full range of functional areas such as human resources, administrative management, fiscal management and budgeting, procurement and contracting, and related administrative areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
