The Administrative Officer in this role performs a wide range of functions in support of the local Prosthetic Service. This includes administrative and budget management support as well as systems analysis and contract management support.
The incumbent serves as the Service ADPAC and handles all new computer access requests and modifications to existing staff member's computer access.
Duties
The Administrative Officer independently performs a wide range of specialized administrative duties and functions to support Prosthetics Service. Major duties include, but are not limited to:
Records Management (both electronic and hard copy) for items such as Organizational Charts, staff directories, and emergency preparedness documents, and other internal tracking reports.
Scheduling staff meetings, vendor in-services, and/or interdepartmental outreach and education meetings, ensuring required resources are available.
Taking and maintaining the minutes from key meetings.
Attend meetings or participate in workgroups on behalf of the Chief or Assistant Chief.
Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
Serves as the initial point of contact for Human Resources requests and other appropriate personnel matters as determined by the Chief or Assistant Chief.
Assists managers and staff in projecting staffing needs, writing position descriptions, preparing performance plans and appraisals.
Monitoring the Fund Control Points (FCP's) utilized by Prosthetics to ensure that there are sufficient funds available for patient care items.
Submits fund transfer requests to Fiscal Service to either avoid a deficit or when other policy dictates and acts as a point of contact for incoming Fiscal Service correspondence.
Prepares a wide variety of reports relating to the procurement, inventory, and consult aspects of the Prosthetic Service.
Analyzes Departmental data to identify trends in procurement, inventory management, and compliance with facility, VISN, or National performance metrics.
Performs other related duties as required or assigned by Chief.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00 AM - 4:30 PM, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with records management (both electronic and hard copy) coordinating staff access requests, i.e. key, badges, etc.; assisting with computer access and modification requests; coordinating with or serving as point of contact with IT on computer/IT systems related requests; ordering or monitoring the ordering of office supplies, furniture, or other equipment; supporting the timekeeping functions for a group or unit; drafting correspondence or communicating in-person with Veterans, families/caregivers, or vendors.

Education GS-7: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement.

Combination GS-7: Applicants may also combine education and experience to qualify at this level.
Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Serves as service line records custodian; Coordinates staff access requests, to include key requests, PIV badge/renewal requests, database access request, etc.; Serves as service line ADPAC handling all new computer access requests and modifications; Serves as point of contact for all IT related requests; Scheduling/coordinating staff meetings, vendor in-services, and/or interdepartmental outreach and education meetings; Taking and maintaining meeting minutes; Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues; Serve as point of contact for HR requests and other personnel matters

Education GS-9: You must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Preferred Experience: Knowledge of Orthotics and Prosthetics, VHA Prosthetics experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas of the facility in the course of performing their duties.
