The incumbent serves as the Administrative Officer for Administrative Medicine Service Line at the Carl Vinson VA Medical Center, Dublin, GA. The incumbent will provide administrative support functions, oversee and coordinate activities, and serve as principal program advisor regarding quality and performance metrics, budget tracking, data analysis, resource planning, coordinating, policy development and process improvement efforts for patient centered care.

Duties

Major Duties: Directly support the Chief, Administrative Medicine, and coordinates all administrative activities to include budget, personnel administration, planning, supplies, equipment, facilities management, safety program administration, community relations, marketing, business planning and coordination of clerical support activities of the Administrative Medicine Services. Responsible for the overall successful day-to-day general oversight of the Administrative Medicine Service Line. Serve as a supervisor of the administrative support staff in Administrative Medicine. Interpret national program and projects goals, objectives, operating policies, strategic programs plans, guidelines, standards, and priorities. Monitor and track quality performance metrics at facility level and provide monthly and quarterly updates at station and VISN level. Prepare internal and external reports, responses and inquiries regarding program initiatives, performance and status. Serve as the principal manager of substantial budgets for the assigned programs, develop and manage budgets, and approve funding expenditures. Transition new hires into the positions by promptly communicating performance elements and standards within applicable timeframes, providing ongoing feedback and coaching, and making appropriate use of the probationary period to assess the employee's ability to perform. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) participating in the formulation of annual operating budgets; providing all administrative functions in support of a health care program, including personnel administration, formulating budget for supplies, fund control point allocation, maintaining procurement and contracting records, office support services; communicating to a wide variety of individuals internal and external to the agency; and providing advice, counsel, training or instructions to employees on work and administrative matters, OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Note: You must submit copies of your transcripts for your education to be considered), OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of one full years of graduate level education) and specialized experience to meet the total experience requirements. Preferred Experience: The incumbent is expected to have broad knowledge of management principles in order to develop, apply and evaluate methods and meet standards that achieve the overall objectives of Administrative Medicine Service Line. You will be rated on the following Competencies for this position: Administration and Management Attention to Detail Communication Knowledge Management Manages and Organizes Information A Quality Ranking Factor has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Extensive knowledge of quality and performance metrics, budget tracking, data analysis, resource planning, coordinating, policy development, process improvement efforts for patient centered care. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
