About the Position: This position is located with the U.S. Army Sustainment Command, 407th Army Field Support Brigade, Logistics Readiness Center, Supply and Services Division, in Fort Leonard Wood, Missouri.
Duties
Serve as a Food Service contract analyst and management advisor to the Food Program Manager with responsibility for providing guidance and assistance on developing performance work statements and other contract documentation.
Develop, analyze, evaluate, and improve the effectiveness of work methods and procedures, acquisition and budget utilization, and management controls.
Serve as technical expert during food service contract negotiations as on-going technical advisor for interpreting all matters and regulations.
Ensure that dining facilities remain within the food tolerances and headcount limitations for facilities.
Collect quantitative and qualitative data in significant areas related to procurement and contract operations.
Perform inspections of food service operations in field, off-site, remote locations as well as traditional dining facilities and food storage areas.
Prepare internal instructions, procedures, and guidelines concerning acquisition program(s) and make recommendations for incorporating methods for improvement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with Department of Defense Directive 5500-7-R.
- In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
- In the event of a crisis situation or wartime, incumbent must continue to perform the duties and requirements of the position to ensure success of combat operations or to support combat essential systems subsequent to mobilization/evacuation order.
- This position has been designated "Mission Essential".
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position requires working mandatory overtime on some weekdays and weekends in accordance with the contract inspection schedule.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Current Civilian Employees of the U.S. Army Sustainment Command, 407th Army Field Support Brigade, Fort Leonard Wood Logistics Readiness Center, within the local commuting area. Consideration will also be given to current Department of Army Civilian employees with competitive status.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Planning and/or coordinating food services utilizing knowledge of food service operations; 2) Conducting inspections of food service operations; and 3) Evaluating contractor proposals or contractor service performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
