Duties

As an IT Specialist (DATAMGT), you will: - Plan and implement projects to strengthen and mature Ginnie Mae's data management practices. - Analyze and define data requirements for Ginnie Mae data systems, data warehouses, and reporting/business intelligence tools. - Develop and/or review metadata, data dictionaries, data models, and other data documentation necessary for effective data management. - Evaluate and recommend new data technologies and architecture solutions. - Develop and administer data standards, data governance policies, data sharing agreements, and data certification/quality control processes.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-14 grade level is defined as one year of experience at the GS-13 grade level, or equivalent, which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience in ALL of the following: - Performing data aggregation, extraction, and modeling to provide custom analysis and reporting, utilizing at least one of the following software tools: SAS, ESRI ArcGIS Pro, or AWS QuickSight; AND - Writing GIS/geospatial data queries using Python, and additional database queries using SQL, AWS Athena, or Python; AND - Developing or revising data management policies, standard operating procedures, and objectives; AND - Updating or creating data architecture through writing metadata, data dictionaries, data models, or other data management documentation; AND - Planning and managing IT projects related to data warehouses, dashboards, GIS mapping applications, or reporting tools. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
