You will serve as an Administrative/Technical Speiclaist in the Deployed Surface Electronic Warfare Systems & Decoys Program Management Division of NAVAL SURFACE WARFARE CENTER.
The NT-05 pay band encompasses the GS-13/14.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).
Duties
You will provide project and technical management in support of the planning, programming and budgeting for the development, procurement, platform integration, installation, and sustainment of the AN/SLQ-32(V)7 Electronic Warfare System.
You will assist in the coordination and integration of SEWIP Block 3 with various combat systems and combat system elements as directed by the APM.
You will coordinate with the IWS 2.0 Functional PAPMs, such as Product Support, Technical/Engineering, Plans and Program and Test and Evaluation to ensure continuous alignment of system requirements as directed by the APM.
You will assist in ensuring that technical and planning advice related to the SEWIP Block 3 Program is provided to personnel within the Above Water Sensors Directorate, as well as to supporting activities and prime contractor support as required.
You will effectively communicate program status and objectives in written and oral form to provide updates to defend the system acquisition/budget of the program.
You will analyze complex problems, formulate solutions and implement those solutions.
You will quantify issues and develop recommendations that require Major Program Manager approval.
You will create system acquisition milestones and develop and defend schedules and budgets and monitor costs to ensure execution of plans do not exceed funding.
You will determine work assignments for Field Activities, Laboratories and contractors and manage those activities to ensure work accomplished is in accordance with direction, schedules and funding level.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating program operation requirements to develop, plan and execute project schedule, milestones and deliverables in order to improve efficiency and execution of program objectives.
